In a shocking turn of events, former diplomat Victor Manuel Rocha is facing multiple federal charges after it was revealed that he worked as an undercover spy for Cuba’s communist Castro regime for over 40 years. The 73-year-old naturalized U.S. citizen was arrested in Miami on Friday following an extensive FBI investigation.

Rocha, who was a former employee of the U.S. Department of State between 1981 and 2002, held various positions within the government agency and served as an ambassador to Bolivia between 2000 and 2002. His espionage activities allegedly began in 1981, according to an indictment filed by the prosecution.
It is reported that Rocha admitted his involvement with the Cuban intelligence agency in several meetings with an undercover FBI agent posing as a representative of the Cuban General Directorate of Intelligence. During these meetings held in 2022 and 2023, Rocha referred to the United States as “the enemy” and consistently used “we” to describe himself and Cuba. He even went as far as praising Fidel Castro as the “Comandante” and referred to his contacts in Cuban intelligence as his “Compañeros” or comrades.
U.S. Attorney General Merrick Garland commented on the case, stating that Rocha’s actions exposed “one of the highest-reaching and longest-lasting infiltrations of the United States government by a foreign agent.” Garland further emphasized that betraying the trust of the American people by falsely pledging loyalty to the United States while serving a foreign power is a serious crime that will be met with the full force of the Justice Department.

Rocha’s actions not only violated his oath as a U.S. diplomat but also endangered the security and sovereignty of our nation. It serves as a reminder that we must remain vigilant against foreign governments’ attempts to infiltrate and compromise our government.
