The members of the board were initially concerned about the rising cost of education. They wondered how they could offset it in the future. Right now, they're only focused on making everyone happy by freezing tuition rates.

According to Vice President Jeff Partridge, the state's budget for the next fiscal year may be tighter than in the past, but that shouldn't prevent the university from implementing a tuition freeze.

Instead of presenting a comprehensive wish list to the governor, the board decided to focus on what it considers to be the most important factors that the state should consider when it comes to funding higher education. One of these is the tuition freeze.
