Republican lawmakers are rallying together, calling on the Trump administration to put an end to the absurd Biden-era rule that slaps restrictive measures on the sale of American-made firearms overseas. The Bureau of Industry and Security (BIS), a cozy little arm of the Department of Commerce, introduced an interim final rule (IFR) titled “Revision of Firearms License Requirements” back in April 2024. This rule is all about making it tougher for American gun manufacturers to sell their products internationally because, apparently, the Biden administration believes that limiting the reach of American-made firearms is wise policy making.
The IFR enforces stricter licensing requirements that have gun sales to non-government clients—yes, even to people—subjected to a presumption of denial if they reside in one of 36 so-called “high-risk” regions. Who decides what’s high-risk, one wonders? It’s not like the firearms industry is known for instigating international skirmishes. These unwarranted regulations are estimated to cost the American firearms industry nearly $500 million each year. A pretty penny all because the Biden administration is doggedly pursuing its anti-firearm agenda under the guise of regulation.
Leading the charge against this ridiculous rule is Rep. Mark Green from Tennessee, along with Senators Mike Lee and John Thune. These GOP stalwarts are joined by 85 of their fellow Republicans in a letter aimed squarely at Commerce Secretary Howard W. Lutnick, urging him to scrap the IFR. They point out that their repeated attempts to rein in this bureaucratic overreach through legislation and oversight have fallen upon deaf ears, illustrating just how little regard the Biden administration has for Congress and its constituents.
One must wonder how many more Americans will suffer under the consequences of this IFR while the Biden administration pretends to protect them. The lawmakers argue that by stifling American gun manufacturers and limiting their ability to export, the Biden administration is not only undermining the Second Amendment but also harming the ability of law-abiding citizens to exercise their rights. In short, it’s making it harder and more expensive for everyday Americans to get their hands on firearms that are otherwise legal.

This rule doesn’t just hinder profits; it also threatens innovation. With gun companies losing the opportunity to engage in international markets, they are trapped in a cycle where costs rise and creativity stagnates, which eventually gets passed down to the consumers. Under Biden’s reign, it seems clear that the assault on gun ownership is a priority, even if it requires maneuvering around Congress. Instead of passing sweeping legislation outright, they take a subtler approach by hindering manufacturers—an underhanded way to disarm Americans, one regulation at a time.
As hopes rest on Secretary Lutnick to right this ship, one can only expect that the Trump administration will put its money where its mouth is when it comes to safeguarding Second Amendment rights. After all, consistent messaging on protecting gun ownership has been a hallmark of Trump’s previous administration. Here’s hoping that Lutnick can finally address this unwarranted assault on a fundamental American right and restore sanity to a bureaucratic mess created by the previous administration.
