The deal opens the door for technical help, safety training, and possible U.S. industry involvement as Paraguay looks to add nuclear power to its energy mix. This is the development — not vague promises — and it matters for energy, jobs, and regional strategy.
What the MOU actually is — and what it isn’t
The instrument signed is being described as a U.S.–Paraguay nuclear cooperation memorandum of understanding. In plain English, that usually means a non‑binding framework to let both governments plan technical work and share expertise. It is not automatically a full Section 123 treaty that would trigger detailed export rules or mandatory congressional review. Paraguay today produces most of its electricity from hydro dams. But rising domestic demand threatens to use up that surplus in the next decade. Paraguayan officials have publicly said they are studying SMRs (roughly 300 MW) and micro‑reactors (up to 30 MW) as quicker options. Micro‑reactors could be operational faster, while SMRs face global queue times. That’s the energy logic. The risks are clear too: safeguards, waste, and regional coordination with neighbors like Brazil and Argentina. None of those are showstoppers — they just require hard rules, not slogans.
Security, non‑proliferation and good governance
Any sensible Republican should support helping allies build secure, clean energy while keeping proliferation risks low. That means insisting on IAEA safeguards, clear limits on enrichment and reprocessing, and public oversight. It also means Washington must not let this be a paper exercise. If this becomes a pathway for strong U.S. standards and American firms instead of back‑door deals with foreign suppliers, that’s a win for energy security and national security in the hemisphere. Critics who reflexively oppose nuclear power should at least admit they prefer higher prices and less reliable grids.
Why this matters: the signing cements deeper ties between the U.S. and Paraguay, creates an opening for American industry, and gives both countries a chance to lock in tough non‑proliferation standards. It’s smart diplomacy married to smart energy policy — provided the next steps are transparent and the legal details are posted for the public and Congress to review. Celebrate the move, but don’t sign the blank check. If the administration wants applause, it should put the MOU text on a table and invite skeptics to read it.
