Federal agents in Los Angeles arrested a Honduran national this week after prosecutors say he fraudulently registered to vote in California by falsely claiming U.S. citizenship. Darwin Jonathan Rivera Flores, 30, was charged with two felonies — false claim to U.S. citizenship and fraudulent voter registration — in a case that the Justice Department says is part of a broader crackdown on election fraud.
According to the federal complaint, Rivera Flores submitted an online registration form dated November 4, 2025, checked the box claiming he was a U.S. citizen, and listed a Winnetka address tied to his name in state records; investigators found no record that he ever naturalized or actually cast a ballot. The affidavit also includes a certified voter registration application number, a voter registration receipt and a signature image obtained from the California Secretary of State.
Homeland Security Investigations led the probe and federal prosecutors in the Central District of California are handling the case, with Assistant U.S. Attorney Michael G. Wheat listed as the prosecutor; if convicted, Rivera Flores faces up to five years in prison on each count. The arrest came after investigators linked an online registration record to Rivera Flores’ Winnetka address and reviewed communications and records as part of their inquiry.
First Assistant U.S. Attorney Bill Essayli framed the arrest as the “first of many to come,” using the case to press California for a comprehensive audit of its voter rolls and to highlight vulnerabilities in the state’s lax registration system. The Justice Department and the White House seized on the arrest to underscore long-ignored problems with allowing voter registration and ballot delivery without robust citizenship verification.
